
St Helens Council aims to achieving net zero carbon emissions across the borough by 2040.
We measure and report our Scope 1 (direct emissions from burning fossil fuels) and Scope 2 (indirect emissions from electricity use) carbon emissions annually to Cabinet. These results will be published here every year to ensure transparency.
Between April 2024 and March 2025, the Council directly generated 8,004 tonnes of CO₂e (carbon dioxide equivalent). Of this:
- 5,125 tonnes came from Scope 1 emissions, including gas used to heat council buildings and local authority-owned schools, as well as petrol and diesel used in our fleet.
- 2,879 tonnes were Scope 2 emissions, resulting from electricity consumption across council buildings, schools, street lighting, and traffic signals.

This is a reduction of 192 tonnes compared to the previous year.
A significant portion of this year's reduction came from improvements in Scope 2 emissions, particularly through the continued rollout of LED street lighting. All traffic signals now use energy-efficient LED technology, and only 7% of non-LED street lighting remains, which will be a focus for the coming year.
In addition, the Council has successfully secured over £13.5 million in external funding to support major decarbonisation initiatives. These include:
- Upgrades to council buildings
- A proposed town centre heat network
- Energy efficiency improvements for homes
